Contaminated soil cost blowouts

Noosa Council is new to dealing with contaminated land. In the consultation residents initiated with Council we informed them that when excavating a contaminated former landfill site - no matter how thorough and expensive the site investigations are - one needs to remember the allegory of Pandora's Box.

Unfortunately Council are feeling the effects of this.

The proposed Coast2Bay development 'Lot 1' site required a large quantity of soil to be screened to remove debris. After excavation and screening the soil was not suitable to reuse on site - and needed double handling before export off site - potentially to landfill. It must now be replaced at further cost to ratepayers. Soil will also need to be trucked in to fill 600mm batters along the site perimeters.

Poor stormwater control (see environmental harm section below) has resulted in quantities of clean tree mulch and some remediated parts of the site being recontaminated. This requires additional excavation and chemical validation adding further cost.

Site remediation will not necessarily be over at the end of initial remedial works. Construction excavations will go deeper than the remediated site work to date and further refuse material may be found.
